Ensuring Safe and Smooth Transport by Improving Weak Links for Reconstruction of People’s Square Station (Line1 & 8), Zhangjiang High Technology Park Station, Shendu Highway Station in 2017 Spring Festival Traffic Rush

To further guarantee the security in large passenger flow and enhance the evacuation capacity of metro stations, Shanghai Metro will carry out “Improving Weak Links, Ensuring Security” temporary shut-down for reconstruction at People’s Square Station of Lines 1 and 8 (that of Line 2 excluded), Zhangjiang High Technology Park Station of Line 2 and Shendu Highway Station of Line 8 in 2017 Spring Festival Traffic Rush according to the overall requirement of the “Improving Weak Links” general project. The reconstruction periods of the 3 stations are as follow: January 14 – February 10 at People’s Square of Lines 1 and 8, January 21 – February 10 at Zhangjiang High Technology Park Station of Line 2, and January 25 – February 8 at Shendu Highway Station of Line 8. The three stations will resume normal operation the day after reconstruction is completed. The three stations will be temporarily shut down during reconstruction, and passengers are suggested to take a roundabout way in the metro network or take ground vehicles.

The “Improving Weak Links” reconstruction project, by centering on safe operation, focuses on double improvements in metro station’s traffic capacity and metro line’s transport capacity, and the former is a key guarantee of the latter. Therefore, Shanghai Metro will take some capacity-increasing measures, such as purchasing more trains, and realize the target of reducing the operating interval to less than 3 minutes in the Shanghai downtown area. And it will enhance the traffic capacity of key stations and ensure the security of passenger flows.


Shut-down for Reconstruction at the 3 Stations in Spring Festival Traffic Rush to Ensure Mass Passenger Flows’ Safety and Enhance Evacuation Capacity

With the expansion of Shanghai Metro Network and the rapid growth of passenger flows, the evacuation capacities of some metro stations cannot meet actual operational demands. In particular, the capacity of transporting passengers between platforms and station halls is relatively low, thus posing certain potential hazards. With regard to this, it is planned after preliminary investigation to reconstruct the 3 stations with most prominent problems, People’s Square Station, Zhangjiang High Technology Park Station and Shendu Highway Station, to enhance the direct transport capacity between platforms and station halls and strive to reduce the safety risk in mass passenger flows.

As the reconstruction involves large amounts of work and extensive range and no passenger transportation can be organized in the stations under renovation, it is decided after discussion that the reconstruction be carried out in the Spring Festival when passenger flows are the least in a year, thus ensuring the safety and maximally reducing the influence on people’s outing. According to the passenger flow analysis of previous years, passenger flows at People’s Square Station of Lines 1 and 8, Zhangjiang High Technology Park Station of Line 2 and Shendu Highway Station of Line 8 are remarkably less in Spring Festival Traffic Rush, especially in Spring Festival, compared with ordinary days, and the transfer volume at People’s Square Station even drops by over 52%. Therefore, carrying out the reconstruction in the Spring Festival Traffic Rush will maximally guarantee the construction quality while reducing influence on people’s outing to the most.

Statistics show that the average daily passenger flow at People’s Square Station has increased by 3.2% every year from 2012 to 2015. Though passenger flow has been shunted after the opening of new lines in the end of 2015 and that at People’s Square Station has decreased slightly, since then, its average daily passenger flow still remains at a high level of nearly 600,000 person-times.

As a junction station with the most transfer passengers in Shanghai Metro Network, the carrying capacities of the stairs and the island-style platform stairs at People’s Square Station of Lines 1 and 8 respectively are relatively low and congestion is easily to be seen, which have posed certain hazards. According to the plan, the metro authority is to reconstruct People’s Square Station of Lines 1 and 8 from January 14 to February 10, and the 28-day project mainly involves the expansion and reconstruction on stairs and escalators.

During the reconstruction period, trains of Lines 1 and 8 will directly pass through People’s Square Station with no passengers getting on and off, and no transfer is allowed between Line 1 and Line 8 at this station. Meanwhile, among the 18 exits, 6 (No. 5, 14, 15, 16, 19 and 20) will be closed in the reconstruction period; 3 only serve as passage way across street; and others open as normal.

People’s Square Station of Line 2 will be still in normal operation during the reconstruction at this station of Lines 1 and 8, but no transfer can be made between Line 2 and Lines 1 & 8. Passengers going to People’s Square Station of Lines 1 and 8 may walk there from neighboring stations, such as Xinzha Road Station and South Huangpi Road Station of Line 1, Qufu Road Station and Dashijie Station of Line 8, and Shanghai Natural History Museum of Line 13, or take ground vehicles. Those attempting to transfer at People’s Square Station may transfer at other stations instead. And those going to Shanghai Museum, Shanghai Urban Planning Exhibition Center and People’s Park may transfer to Line 2. People’s Square Station of Lines 1 and 8 will resume normal operation from the 1st train on February 11, 2017.

After the reconstruction, 2 escalators will be added on the east and west side of People’s Square Station of Line 1 respectively, and 1 elevator will be newly added in the middle. The stairs in the center of People’s Square Station of Line 8 will be dismantled; 4 escalators will be newly added; and the exit turnstiles will be relocated and replaced with portal-type ones. At that time, the carrying capacity of escalators and stairs of People’s Square Station of Line 1 will increase by about 25% and that of escalators in the island-style platform of Line 8 by about 50%.

Zhangjiang High Technology Park of Line 2 locates in the National New and Hi-tech Industrial Development Zone where many enterprises have settled along with the rapid development in recent years. In the morning peak, especially when the trains of two ways arrive at the same time, the passenger evacuation capacity in boarding and alighting and between the platform and the station hall has nearly reaches the design limit as the stairs are relatively narrow and the paying area is too small, thus posing some security risks. According to the plan, the Shanghai Metro Authority is to reconstruct Zhangjiang High Technology Park Station of Line 2 from January 21 to February 10 (21 days), 2017.

During the reconstructino, Line 2 operates as normal and it will run through Zhangjiang High Technology Park Station with no boarding and alighting. Zhangjiang High Technology Park Station will resume normal operation from the 1st train on February 11, 2017. Passengers going to Zhangjiang High Technology Park Station may take Line 2 to Jinke Road and then walk there: going out of Exit 3 of Jinke Road Station of Line 2 and walking about 1,400m along Zu Chongzhi Road to get to Zhangjiang High Technology Park Station of Line 2. Passengers may also choose other ground vehicles: taking Pudong No. 12, Zhangjiang No. 1 and other buses after exiting Jinke Road Station of Line 2, or taking Pudong No. 11, Daqiao No. 6 and other buses after exiting Longyang Road Station of Line 2.

To further enhance the service quality and reduce the reconstruction’s influence on citizens’ outing, free two-way shuttle buses (Jinke Road Station - Zhangjiang High Technology Park Station) will be opened during the reconstruction period. The bus runs from 7:00 to 20:00 every day and its interval is 1-3 minutes in morning and evening peaks on workdays and 8-10 minutes in other time.

After the reconstruction, 1 escalator and 1 turn stairs are added; the paying area is expanded; the turnstiles are changed into portal-type ones; and exit 3 is closed. After the construction, the vertical carrying capacity from the platform to the station hall of Zhangjiang High Technology Park Station of Line 2 increases by about 37%.

Shendu Highway Station is the terminal station of Line 8 in Pudong. There are many residential quarters around, and many citizens living in Nanhui and Fengxian are apt to take a bus to the large public transit hub near Shendu Highway Station and then transfer to Metro. Meanwhile, there are an increasing number of visitors traveling to Zhaojialou through this station. As a result, a sharp increase has been seen in the passenger flow of Shendu Highway Station in recent years. Statistics show that the passenger flow of this station has presented great increase since 2012 and, in particular, the growth of passenger flow at Shendu Highway Station exceeded 20% in 2015 and 2016. Currently, its average daily passenger flow exceeds 74,000 person times.

Now, the vertical carrying capacity from the platform to the station hall cannot meet the demand in peak time. As the phase 3 project of Line 8 will involve a transfer at this station, the passenger flow at this station will further increase. Considering the actual passenger flow of the station and preparing for the phase 3 project, the Shanghai Metro Authority is to reconstruct Shendu Highway Station of Line 8 from January 25 to February 8 (15 days), 2017.

During the reconstruction, Shendu Highway Station will be temporarily closed, and the terminal of Line 8 in Pudong will be adjusted to Lianhang Road Station. Shendu Highway Station will resume normal operation from the 1st train on February 9, 2017. Passengers going to Shendu Highway Station may take Line 8 to Lianhang Road and then walk for about 1,400m to get there; or they may take ground vehicles, such as Pujiang No. 3, Minhang No. 12 and other buses after exiting Lianhang Road Station.

As there are many large residential quarters around Shendu Highway Station and the public transport system is weak, free two-way shuttle buses (Lianhang Road Station – Shendu Highway Station) will be opened during the reconstruction period for the convenience of passengers. To connect with the first and last train at Lianhang Road Station, the bus runs from 5:15 to 22:15 at Shendu Highway Station and from 5:20 to 23:40 at Lianhang Road Station. Its interval is 1-3 minutes in morning and evening peaks on workdays and 8-10 minutes in other time.

After the reconstruction, the 2 stairs connecting the platform and the station hall of Shendu Highway Station will be changed into 2 escalators; 1 L-shaped stairs will be added; and the station hall and exits will be expanded. At that time, the vertical carrying capacity of this station will increase by about 37%. To further improve the environment of limiting passenger flow, a canopy will be installed out of the station.

The Shanghai Metro Authority to Strengthen Service for Passengers during the Reconstruction Period

To allow more passengers learn about the information on the reconstruction, the Shanghai Metro Authority has made announcements through media, the website of Shanghai Metro, Micro-blog, WeChat and other platforms before the shut-down for the reconstruction. Besides, relevant information will be displayed on screens and carriages and be radioed during the reconstruction period to remind passengers. In addition, Shanghai Metro will give away a handy brochure to passengers.

The Shanghai Metro Authority will also further strengthen the passenger transportation at surrounding stations of the 3 stations under reconstruction. It will well arrange station staffs, volunteers and station police to make rational division of work and good on-site guidance.

 

Tips:

1. The reconstruction spans over the Spring Festival holiday and the surrounding residents are suggested to learn about in advance relevant information and prepare for the outing during the reconstruction.

2. As no transfer is allowed at People’s Square Station between Line 1, Line 2 and Line 8 during the reconstruction period, passengers should leave enough time to transfer at other stations.

3. Shuttle buses will be opened between Zhangjiang High Technology Park Station and Jinke Road Station of Line 2 and between Shendu Highway Station and Lianhang Road Station of Line 8 during the reconstruction period. The operation time of buses will be subject to the actual traffic situation in peak hours, and passengers should leave enough time accordingly.
