Notice of Shanghai Municipal People's Government on Prohibiting Carrying Flammables, Explosives or Dangerous Objects on Public Transport

To maintain social order, protect public safety, in accordance with relevant laws and regulations, we hereby announce as follows that it is forbidden to carry flammable, explosive or dangerous objects on public transport:

First, flammable, explosive or dangerous objects are prohibited (e.g.: gasoline, kerosene, aerosol sprays, alcohol, rosin, paint, hydrogen peroxide, LPG, solvent oil, detonators, explosives, fireworks and other flammable items and other toxic, radioactive, corrosive and other dangerous objects) on buses, long-distance passenger vehicles, school buses, sightseeing cars, mall free shuttles, subways, light rails, maglev trains, ferry boats and other vehicles of public transport.

Second, the public transport operators shall carry safety checks on the passengers’ carry-on articles to ensure safe operation. Whereas any public transport operator finds that any passenger carries flammable, explosive or dangerous objects or refuses to undergo any security check, he or she shall reject the passenger to take the public transport; whereas any passenger insists on carrying flammable, explosive or dangerous objects on public transport, he or she shall immediately report it to the public security authority.

Third, whoever takes public transport shall spontaneously cooperate with the security check for the sake of safeguarding the public safety. The administrator shall take the initiative to dissuade anyone he or she finds from carrying flammable, explosive or dangerous objects on public transport. Should he or she fail in dissuasion, he or she shall immediately report it to the public transport operators or public security authority.

Fourth, whoever in violation of the provisions of this notice causes public disorder by carrying flammable, explosive or dangerous objects on public transport and refusing to go through the security check shall suffer punishment by public security authority in accordance with the "Public Security Administration Punishment Law"; whoever constitutes a crime shall be investigated for criminal liability.

The notice shall take effect from March 1, 2009 to December 31, 2010.
